Tuesday, April 26, 2023 –

Last night, HB 6710 was referred to the Appropriations Committee due to a small fiscal note. This means that the bill must be favorably reported out within the next ten days or die. With negotiations between us, the Governor, Insurance Department, OHS and legislative leaders heating up, the Speaker realizes this is becoming a priority.

It is important that we as a group continue to reach out to members on the Committee and urge support. To make this easy for you, attached is a link below that will generate a form email and distribute it to members of the Committee. Please take advantage of this and utilize it today.

Further, CBIA and Chambers of Commerce across the state urge those of you with connections on the Committee to personally reach out and talk about the benefits of this bill while focusing on key aspects laid out below (Here is the member list: https://www.cga.ct.gov/committees/membersprint.asp?doc_year=2023&comm_code=app)

  • This bill will allow small businesses to band together and offer large group insurance products that only the largest employers in the state can offer today. This will allow small businesses to increase their buying power, negotiate directly with a carrier, and implement plan and benefit designs that meet the actual need of their employees.
  • The products offered in the bill will be subject to extensive and ongoing oversight by the Insurance Department and are required to follow key provisions of the Affordable Care Act (ex. State and federal mandates; no annual and lifetime caps; preventive care with zero cost-share; etc.)
  • The bill is being actively negotiated by stakeholders in the legislature, the business community, the Governor’s office, and multiple state agencies
  • It’s Bipartisan!!! 9 to 3 INS Committee vote and cosponsors from both sides of the aisle! It’s the only healthcare reform bill with this much bipartisan support!
