Job Purpose: This is a difficult and complex professional engineering position with the responsibility to design civil engineering projects. Work involves the supervision and guidance of administrative personnel, subordinate engineers, technical, survey and construction inspection personnel. This position requires advanced knowledge of civil engineering skills in order to develop complex engineering plans, surveys, specifications, cost estimates and inspections. Work is performed under the general direction of the Town Engineer.

 

Essential Job Functions:

• Supervises, coordinates and participates in the administration, survey, design and construction of a variety of public works projects within the Town’s Right of Ways.

• Prepares detailed specifications, estimates and proposals.

• Consults with private engineers, developers, contractors, attorneys, and others relative to public infrastructure and private development projects.

• Gives advice on engineering problems and investigates solutions; acts as a technical resource on engineering matters.

• Reviews design proposals, specifications and submittals, estimates and bids for accuracy and compliance with departmental standards.

• Schedules work, makes changes in assignments and staffing as deems necessary to meet deadlines or accomplish objectives.

• Reviews applications, including but not limited to excavation, and sewer permits and Notice of Intent to Fill.

• Reviews and responds to resident complaints

• Keeps records and prepares reports.

• Acts as Town Engineer in his or her absence.

• Prepares and applies for federal and state grants.

• Performs related work as required.

• Presents engineering proposals to interested groups and organizations.

• Manages public communication activities regarding Engineering Division projects, including but not limited to, the development of webpage content, public notifications and public information sessions.

• Develops meeting agendas and minute

• Responds to complaints, inquiries, questions, and comments from the general public per established standards and protocols; resolves difficult issues and complaints

• Ability to attend meetings outside of standard operating hours

• Attends Planning & Zoning, Inland Wetlands (as required), Public Works Committee, Apple Harvest Festival, and Sewer Committee as assigned

• Performs inspections of public and private utilities/improvements as required

• Tabulates Public Improvement and Erosion & Sedimentation Control bonds for subdivisions and site plans

• Manages and assists in preparing the Connecticut Department of Energy and Environmental Protection (DEEP) General Permit requirements for the Municipal Stormwater (MS4) and the Fats, Oils, and Grease (FOG) Model Programs

• Performs related work as required.

 

Knowledge, Skills, and Abilities:

• Thorough knowledge of the principles and practices of civil engineering as applied to the construction, planning and design of a variety of public works projects.

• Considerable knowledge of applicable codes, ordinances

• Considerable knowledge of regulations and standards governing public works engineering.

• Knowledge of effective principles and techniques of supervision and office management.

• Ability to apply approved engineering methods and standards to the design and construction of a variety of public works projects.

• Ability to perform technical research work and to recommend solutions on difficult engineering problems.

• Ability to supervise professional and non-professional staff. • Ability to plan and organize engineering activities.

• Ability to present ideas clearly, orally and in writing.

• Ability to establish and maintain effective working relationships with others.

• Ability to implement computer aided design techniques.

 

Work Environment: Work is performed primarily in a business office environment however field site visits and inspections are required. Work is subject to review administratively by the Town Engineer through conferences and examination of reports and studies. Work is performed primarily in a business office environment which involves everyday risks or discomforts requiring normal safety precautions. Use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are minimally required. Work also includes outdoor site visits and inspections which include exposure to fluctuations in temperature and seasonal weather.

 

Duties require significant walking and/or standing, some of which may be on uneven ground. Routinely conducts site inspections outdoors requiring mobility to inspect sites which may include walking through fields, woods, river areas, and construction sites. May require the use of protective clothing or gear. May work in confined or restricted areas. May occasionally involve incidental exposure or physical harm.

 

Must be able to reach/bend/push/pull/lift objects weighing up to 15 pounds. Must be mobile and able to perform moderately difficult manipulative skills such as writing, using a keyboard and/or calculator with accuracy. Able to sit and stand for prolonged periods of time. Able to perform tasks with eye-hand coordination.

 

Must be able to see objects closely as in reading and preparing documents or reports. Able to read plans, review drafts, maps or diagrams and read from a computer monitor. Ability to see objects far away as in driving. Ability to differentiate colors as in architectural plans. Able to hear normal sounds with some background noise and to communicate orally in the English language with other Town employees, architects, developers and the public face to face, one to one settings or using a telephone. May have interactions with agitated individuals.

 

Must be able to concentrate on fine details with some interruption. Needs to attend to task/function for more than 60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time and to understand and relate to the theories behind several related concepts. Able to remember multiple tasks/assignments given to self and others over a long period of time.

 

May be exposed to dust and electro-magnetic radiation as in computer screens.

 

Minimum Qualifications:

Graduation from college with a bachelor’s degree in civil engineering or related engineering science, and five (5) years of progressively responsible experience in the practice of civil engineering; or an equivalent combination of education and training. An employee in this classification must possess a valid drivers’ license in good standing with the State of Connecticut. Registered as an Engineer-In-Training or a Professional Civil Engineer in the State of Connecticut.
